Positive outcome of the application of the Framework Protocol of actions in serious child abuse cases

Administrations and institutions that signed the Framework Protocol of actions in serious child abuse cases held a meeting on May 4th at the Catalan Ombudsman's premises. The participants agreed on a date for a follow-up commission, with a technical approach, that will carry on with the review and application of the protocol. They also agreed on improving some aspects of the protocol such as swiftness, coordination, training and listening to the minors affected.

Agreement between the Catalan Ombudsman, the Catalan Consumer Agency and the Catalan Authority for Competence

The three institutions have signed a cooperation protocol for fostering joint actions to ensure the defense of consumers and users' rights and the efective competence in the markets. According to the protocol, the three parts will exchange information, will cooperate in training and diffusion programs, and will collaborate in matters of assessment. One of the first joint actions will be calling a working session with the main enterprises providing general interest supplies in Catalonia (electricity, gas, water, telephony, etc).

Ex-officio action for the closure of educational centers Els Til·lers and Montilivi

The Catalan Ombudsman has started an investigation to illucidate which are the reasons for closing these two educational centers. The Catalan Ombudsman also intends to clear up whether the administration in charge has evaluated the possible effect such measure can have on the principles of respect to the fundamental rights and the reintegration into society and education in the scope of youth justice. According to the Catalan Ombudsman, those principles are one of the mainstays of the youth justice model in Catalonia and the closure of these two centers can call this model into question.

The risks of not guaranteeing children's rights focus the Comisión of Children in the Parliament

The Catalan Ombudsman, Rafael Ribó, and the deputy for the defense of children, M. Jesús Larios, appear on May 22nd before the Commission of Children in the Parliament to discuss the Catalan Ombudsman's Report on the situation of children in Catalonia. The report, released in October 2011, states that, even if during the last years there has been significant progress in guaranteeing children's rights, crisis and public benefits decrease worsen children's right to equality of opportunities.

The Catalan Ombudsman investigates the website of Home Affairs Departament intended to identify rioters

By mid May, Rafael Ribó made public the opening of a ex-officio action to investigate legality of the above website after many institutions declared that it "could hold evidence" of a feasible irregularity. The Internet website, that has been requesting citizen's cooperation to identify suspects of the riots that took place the day of the general strike, has served its purpose in 22 out of 68 cases. Home Affairs Department withdrew the website on May 24th, but according to recent news, it will be again reactivated if new violent incidents occur.

Reception of complaints in Ripoll, Gavà, Roses, Piera and El Prat, among others

All along June, the Catalan Ombudsman Office will visit Ripoll, on the 5th; Gavà, on the 7th; Roses, on the 12th; Piera, on the 14th; Montornès del Vallès, on the 19th; Torroella de Montgrí, on the 21st; El Prat de Llobregat, on the 27th, and Sant Esteve Sesrovires, on the 28th. The aim of the visits is to make the Ombudsman more accessible to citizens to file complaints and make queries regarding public administrations and private firms delivering public services (water, electricity, telephone, etc).
