The Catalan Ombudsman requests the Administration to strengthen family foster care

In the follow-up report on children in foster care families, the Catalan Ombudsman recalls that this is the best resource to ensure the well-being of protected children and proposes its enhancement by awareness-raising campaigns. He also notes that shortcomings have been detected in the supervision and monitoring of the foster system. Such shortcomings may lead to situations of vulnerability of the child. In this regard, the Catalan Ombudsman recommends to set up unified supervision instructions and monitoring for all supervisory entities and to develop a Charter of rights of children in care.

Ex-officio action on the death of a detainee in Les Corts police station

The Catalan Ombudsman has opened an investigation to clarify the circumstances of the death of a detainee in police custody at the Les Corts police station in Barcelona. The Minister of Domestic Affairs, Ramon Espadaler, who reported the facts to the Catalan Ombudsman personally, has pledged to provide all information available. The inquiry does not entail the prior existence any suspicion of misbehaviour by the agents responsible for the custody of the detainee or errors in protocols followed.

The Catalan Ombudsman warns of the tendency of the Administration to allocate social services at the lowest price which affects their quality

Facing contractual practices excessively focused on the economic offer which endangers the quality of care services, the Catalan Ombudsman has addressed the Administration a set of recommendations. Among them, to provide a separate normative framework to the bidding and awarding of such services, to prioritize technical and quality delivery conditions and to consider as out of proportion bids that do not guarantee minimum wages and appropriate staff ratios.

Recommendations to Barcelona's City Council to use of the existing regulations to eradicate conflicts in nightlife areas

The Catalan Ombudsman has urged those Barcelona districts suffering from noise caused by nightlife activities and the uncivil attitude of some people to take more steps to put an end to this situation. Thus, he has reminded the administration's responsible for offering mediation services among customers, holders of nightlife venues and the neighbourhood. He has also suggested more police presence in conflict areas.

Ex-officio action to elucidate the scope of the possible privatization of social housing

The Catalan Ombudsman has asked the Government about confirmation or detailed explanation on some news regarding INCASOL's (Catalan Land Institute) intentions to sell land and social housing. In this regard, the Catalan Ombudsman recalls that not only is the current amount of social flats insufficient but also authorities are bound to lead and promote the creation of social housing. In addition, he alerts of the risk that real estate investors external to social housing policy may make a profit.

Regional ombudsmen claim for a social model of disability beyond the welfare centered view

Ten regional ombudsmen gathered in Lanzarote on the occasion of the 28th Conference of coordination of Ombudsmen have reached a number of conclusions related to the rights of people with disabilities. Some of the topics discussed were inclusive education, positive discrimination to access labour market and regarding taxes and dependent adults care.

The Catalan Ombudsman praises the consolidation of the Ombudsman of Vojvodina

Invited by the Ombudsman of Vojvodina, Aniko Muskinja, the Catalan Ombudsman, Rafael Ribó, has participated in the event celebrating the tenth anniversary of the Ombudsman of the aforementioned province of Bosnia. In his speech, Ribó showed his satisfaction for the consolidation of the institution and he reminded the importance of preserving the ombudsmen offices in present times of crisis, given the tasks carried out in the defence of rights.
