The Annual Report on Children Rights 2015 highlights 30 key measures

The Catalan Ombudsman has delivered the Annual Report on Children Rights 2015 to the Catalan Parliament. The document includes a summary of the actions taken in this area and proposes 30 feasible measures in the hands of the authorities, for a substantial change in the welfare and quality of life for many children, especially those who are under the Administration's child protection system. Therefore, the Catalan Ombudsman calls on the authorities to opt decidedly for implement such measures and to act coherently in the interest of the child.

The Catalan Ombudsman points out the passive role adopted by the Spanish Ebro Hydrographical Confederation (CHE) and the Catalan Water Agency (ACA), which neglected their rightful role as "water police" in an area qualified by both organizations as a high-risk area. The Catalan Ombudsman has also found errors in the actions of Agramunt City Council, since it should have denied both, the environmental license and the building permit, because of the risk of flooding. Finally, the Catalan Ombudsman questions the location of the users of the nursing home and regrets the lack of agility shown by the CECAT (Catalan Operative Coordination Centre).

Cross-cutting and prompt responses to social emergency situations

The Catalan Ombudsman has submitted the Report on Access to Social Housing, a document produced from the concretes complaints received in this area and the ex-officio actions taken by the institution in recent years. On the occasion of the presentation of the report, the Catalan Ombudsman, Rafael Ribó, has asked the administration to adopt, as quickly as possible, a mechanism or protocol that guarantees the rehousing of people at risk of homelessness.

The Catalan Ombudsman has been unable to determine that the changes in the material resources of the Cardiac Surgery Service have hindered such service from carrying out their work normally and with full guarantees for patients, against the case that had been denounced. However, the Catalan Ombudsman insists on the need to reduce the number of cardiovascular surgery patients exceeding 90 days, maximum guaranteed to be operated.
