The Catalan Ombudsman appoints Jaume Saura as General Deputy |

The
Catalan Ombudsman Parliamentary Commission has agreed to the Catalan
Ombudsman's proposal and has confirmed Jaume Saura as General Deputy,
replacing Jordi Sanchez. Mr. Saura is professor of International Law at
the University of Barcelona and president of the Human Rights Institute of
Catalonia. Among his tasks as general deputy, Saura must assist the
Catalan Ombudsman in the exercise of his duties and perform the functions
delegated to him, including those relating to the governance of the

Recommendations for the use of health data for research and confidentiality guarantees |

The
Catalan Ombudsman, Rafael Ribó, has conditioned the suitability of the
Project of valorization of information of the Catalan health system (VISC
+) to the fact that the mechanisms to ensure its proper use be extremely
accurate. He also demands that measures be taken to protect the right to
privacy and confidentiality enjoyed by patients. He notes that access to
information would enable to shorten, in many years, the time required for

Specific and comprehensive approach of child trafficking for sexual exploitation purposes |

The
Catalan Ombudsman, who has been made aware of possible shortcomings by the
DGAIA (Child Protection Agency) regarding the approach, resources and
training of their professionals, regrets that the Welfare Department is
reluctant to provide information, and calls for more transparency on
resources and allocated staff. He also calls DGAIA to ensure specialized
training of professionals involved, to promote agents coordination and
follow-up and to develop clear circuits headed to activate mechanisms of

Historical memory retrieval |

Some
of the recommendations arising from complaints received about historical
memory are a DNA bank of the missing ones be created, the money
confiscated be returned to Republican families and Franco symbols be
eliminated. A report of the Special Rapporteur of the United Nations,
Pablo de Greiff, questions the idleness of the Spanish state to confront
the past. The Catalan Ombudsman also warns of the need for education to
avoid repeating what happened during the Civil War and the

The role of physicians focuses the debate on the International Day against Torture |

The
Barcelona Medical Association (COMB) hosted the Commemoration of the UN
International Day in Support of Victims of Torture, held on June 26. In
this edition, the event was organized by the Barcelona Medical Association
in conjunction with the Catalan Ombudsman and the United Nations and it
was focused on the role of the physician in detecting and preventing abuse
of detainees in accordance with the Istanbul Protocol. More information |
