Recommendation on the voting rights of people legally declared incapable

The Catalan Ombudsman acted ex-officio to report that about 4,000 people legally declared incapable cannot exercise the right to vote in Catalonia, since most of the ineligibility rulings limit the exercise of this right, sometimes indiscriminately. After analysing the situation, the Catalan Ombudsman suggested to the Catalan and state authorities, by means of the Spanish Ombudsman, to implement improvements to comply with the recommendations made in 2011 by the Committee on the Rights of Persons with Disabilities of the UN.

Alarm due to the proliferation of xenophobic messages

The Catalan Ombudsman has denounced the publication and widespread circulation of xenophobic messages on the social network Twitter. The most recent case was that of offensive tweets addressed to Basques and Catalans on the occasion of the whistling of the national anthem during the Spanish King's Cup Final. The Catalan Ombudsman forwarded its position on the issue to both the Spanish Ombudsman, Soledad Becerril, and to the Prosecutor of the Court of Justice of Catalonia. Besides the networks, the Catalan Ombudsman also detected and reported an equine passport registered in Castilla-La Mancha with the name "Fucking Catalan".

The Catalan Ombudsman investigates the process of school pre-enrolment following the appeal of the Spanish Minister of Education

The Catalan Ombudsman is investigating whether the appeal filed by the State Government against the process of school pre-enrolment in Catalonia may cause organizational dysfunctions. Rafael Ribó requested information to clarify the reasons of this political and administrative measure and which are the actions planned in order not to alter the current registration process. Regarding the Supreme Court ruling that endorses the decision of the Court of Justice of Catalonia (TSJC) of setting to 25% the percentage of teaching in Spanish, the Catalan Ombudsman recommends that the language debate be in the hands of the educational community and regrets that this matter is being handled judicially.

Faster access to assisted reproduction treatments

The Catalan Ombudsman recommended the Catalan Health Ministry more flexibility to access to fertility tests and in vitro fertilization techniques. Although the treatment itself does not have a waiting time reference, diagnostic tests and visits to the specialist are 30 or 90 days depending on the priority. The average waiting time since the procedure is authorised until it is actually done is two years and four months. The Ombudsman also proposes that measures be taken to prevent women from being excluded of the waiting list by default when they turn 40 years.

Investigation of the death of a patient on the waiting list for 22 months

The Catalan Ombudsman addressed urgently the Health Ministry of Catalonia to inquire about the circumstances of the death of a patient on the waiting list for 22 months to have an abdominal hernia surgery done at Bellvitge Hospital. Rafael Ribó also requested about protocols and ranking criteria planned at the aforementioned medical centre. In 2014, the Ombudsman opened four ex-officio actions on waiting lists and handled 261 complaints, 159 of them related to surgeries.

The Ombudsman inquires about train traffic chaos following a failure in the control system

Given the chaos in the traffic of all local and regional Renfe trains in Catalonia, the Ombudsman addressed directly the company Adif, accountable for rail infrastructure, to clarify the causes of the incident, the measures adopted and the solutions to be taken to avoid similar situations in the future. It also requested information to the Catalan Ministry of Territory and the Spanish Ombudsman.
