Ex officio action by the deaths of four people in a nursing home in Agramunt

The Catalan Ombudsman opened an ex-officio action to clarify the circumstances of the death of four people in the nursing home Ribera del Sió of Agramunt, as a result of heavy rains. Rafael Ribó, who regrets these very unfortunate events, wants to convey his condolences to the families affected and commits himself to act expeditiously in the analysis of this case.

The Catalan Ombudsman recommended the closure of the Zona Franca's Foreigners Internment Center (CIE)

In view of the temporary closure of the Foreigners Internment Center (CIE) of the Zona Franca for improvement works, the Catalan Ombudsman, who in recent years has opened nine ex-officio actions on the situation of people in such facility, recommended its closure. The Catalan Ombudsman also suggests that the rest of internment centres along Spain be closed and proposes the establishment of legal mechanisms to ensure the status of undocumented migrant should not be a cause for their detention.

Lack of evidence linking patient's death with budget reductions

The Ombudsman of Catalonia, Rafael Ribó, has not found conclusive evidence linking the deaths of two coronary patients with budget reductions, as had been reported a week ago by Dr. Manuel Galiñanes Hernández, Chief of Cardiac Surgery at Barcelona's Vall d'Hebron Hospital. Ribó disclosed the case's decision within a week of receiving the complaint and after investigating it with the required rigor and promptness.

Electricity bill focused strictly on energy consumption

The Ombudsman considers unacceptable that consumers must pay for electricity bill concepts included within the so-called government wedge, that are beyond their strict energy consumption. Due to this practice, Spain has experienced a 73% increase in the price of electricity in the last six years. Rafael Ribó proposed to create a permanent Parliamentary committee to monitor constant increase in electricity rates and their effects on people economy, among other measures.

The Catalan Ombudsman warned the competent authorities and concessionaires that there is still access to the Catalan highways where the obligation set by the Consumer Code is violated. Such Code is in force since December 2011, and sets the obligation to report incidents affecting the flow and traffic safety. Rafael Ribó presented a report on the rights of the users of the motorway network, as a public service of general interest, which highlights areas where they are defenseless.
